Independent Citizens' Oversight Committee

Proposition 39, under which the voters passed Proposition R in 2006 and Measure S in 2018 for General Obligation Bonds, requires the District to constitute and convene a Citizens' Oversight Committee to oversee expenditure of bond proceeds. On June 6, 2007, the District's ICOC for Proposition R was constituted and bylaws were approved by the Board of Education. On October 15, 2019, The Board of Education adopted Resolution No. 1920-08 to approve amended bylaws for the ICOC. Recruitment and appointment to the reconvened ICOC occurred on October 15, 2019. An orientation meeting of this committee was held on October 30, 2019 at 6:00 p.m. in the Charles E. Skidmore Administration Center board room, located at 9625 Cuyamaca Street, Santee, California 92071. Additional meetings will be scheduled quarterly.
